THE ADMISSION OF PERSONS TO RECEIVE SECONDARY SPECIAL EDUCATION

CHAPTER 1
GENERAL PROVISIONS

1. These The rules regulate the procedure for the admission of persons to obtain the average special education full-time (day, evening) and correspondence, such the number of remote forms of education (hereinafter, unless otherwise specified in these Rules, - internal and correspondence form of reception education) in institutions of secondary special education of the Republic Of Belarus and other institutions of education that implement educational programs of secondary special education (hereinafter Russo), is of their subordination and forms of ownership.

2. In USSO for secondary special education full-time (day) form education can enter the persons who have General basic education, General secondary education or vocational education and General secondary education, and full-time (evening) or the correspondence form of education - persons who have General secondary education or vocational education with General secondary education, confirmed by relevant documents about the education.

3. Citizens Of The Republic Of Of Belarus, foreign citizens and persons without citizenship, permanently residing in the Republic of Belarus, foreign citizens and persons without citizenship, which the refugee status or asylum in The Republic of Belarus have the right to participate in the competition to receive secondary special education in the state of USSO at the expense of the Republican and (or) local budgets (further - budget), if this the level of education they receive at the expense of the budget for the first time, either public or private USSO on a paid basis at the expense of legal entities, individual entrepreneurs, physical persons or own means of the citizen (hereinafter – on a paid basis).

Citizens Of The Republic Of Belarus, permanently residing on the territory of foreign States, citizens of the Republic of Belarus, permanently residing in the Republic Belarus not more than two years immediately preceding the date of filing of documents for secondary special education of USSO, foreign citizens and persons without citizenship, which presents status of refugee or asylum in the Republic of Belarus, citizens of the Russian Federation, The Republic Of Kazakhstan, The Kyrgyz Republic, The Republic Of Tajikistan have the right to participate in the competition to secondary special education in public and private USSO conditions provided for the persons specified in part one of this paragraph, or may receive public and private USSO on the conditions provided for in paragraph 6 these Rules are temporarily staying or temporarily living in The Republic of Belarus of foreign citizens and individuals without citizenship (further - foreign citizens and persons without citizenship).

4. In the competition for secondary special education in part-time or full-time (evening) form of education at the expense of the budget have right to participate the persons listed in paragraph 3 these Rules, which:

have secondary education or vocational education with General secondary education and work in organizations, the profile of which fits the profile (direction) chosen specialty;

have secondary education or vocational education with General secondary education and work according to the profile (direction) chosen specialty;

have secondary education or vocational education with General secondary education and carry out business activities in the profile (the direction of) the chosen specialty;

have vocational education with General secondary education and come on specialty of the corresponding profile (directions) education;

are children with disabilities under the age of 18 years, invalids I or II groups, having General secondary education, vocational education and General secondary education, in the absence of medical contraindications for receiving secondary special education chosen specialty (direction of specialty).

Other persons who have General secondary education or vocational education with General secondary education, participate in the competition to secondary special education in part-time or full-time (evening) form of receipt education on a paid basis.

5. In the competition for secondary special education degrees (areas of specialization) for the Armed Forces of the Republic of Belarus other troops and military formations of the Republic of Belarus, bodies internal Affairs of the Republic of Belarus, the Investigative Committee, The state Committee of forensic examinations of the bodies of financial investigations of the state control Committee, organs and departments of emergency situations have the right to participate citizens Of the Republic of Belarus, passed professional selection in the order prescribed by law.

6. Foreign citizens and persons without citizenship can enter the address to receive secondary special education:

at the expense of budget or on a fee basis in accordance with international treaties of the Republic of Belarus;

for a fee - on the results of the final certification while mastering the content of the educational a program of training persons for admission to educational institutions Of The Republic Of Belarus;

for a fee - on the results of the interview in USSO that establishes a level of proficiency with them the language in which the educational process, to the extent sufficient for mastering educational programs of secondary special education.

The reception of foreign citizens and individuals without citizenship for secondary special education is carried out on the basis of the agreement on training specialists (working) with secondary education at the expense of the budget agreement on training a specialist (worker) with special secondary education on a paid basis, concluded USSO with foreign citizens and persons without citizenship (legal representatives underage foreign citizens and individuals without citizenship in presentation of documents confirming the status of legal representative underage foreign citizen and person without citizenship), or with representatives of foreign citizens and individuals without citizenship, acting under a power of attorney certified by a notary or by an authorized officer and a legal entity (individual entrepreneur, natural person) engaged payment of tuition fees (if any) in which in addition to the conditions the legislation provides for the responsibility of the parties on payment of costs, if necessary, expulsion a foreign citizen and person without citizenship outside the country Belarus.

Documents executed in a foreign language must be accompanied by their translation into the Belarusian or Russian language, certified by a notary.

Arriving at training full-time (day) form of secondary special education of foreign citizens and persons without citizenship are enrolled in USSO after passage in the territorial health organizations, define USSO, in coordination with the Committee on health The Minsk city Executive Committee or offices of health care of regional Executive committees, mandatory a medical examination confirming the absence of medical contra-indications to study in Belarus. The list medical contraindications to training foreign citizens and individuals without citizenship, arrived to study in Belarus established by the Ministry of health in coordination with The Ministry of education.

A necessary condition for the admission of foreign citizens and individuals without citizenship in USSO is they have the identity document, visa (if necessary) and the contract of obligatory medical insurance, issued in the procedure established by the legislation of the Republic of Belarus.

Persons who are not citizens of the Republic of Belarus, shall be credited to obtain an average special education in secondary school - College of Olympic reserve in coordination with the Ministry of sport and tourism.

7. The admission of persons, wishing to enroll in USSO for secondary special education (further - applicants) in the state of USSO through the budget is implemented in accordance with targets receiving, by the founders of USSO's specialties (areas of specialties) and forms of secondary special education, including for secondary special education in the short-term in specialties and forms of secondary special education on educational programs, integrated with the educational programs of vocational education (hereinafter - the secondary special education in an abbreviated period), in coordination with the Ministry of education within the means, - defined budget.

Admission in the number specified in part five of this paragraph, to receive secondary special education on a paid basis in the state Of USSO, as well as in private USSO is carried out in accordance with the numbers receiving, by the heads of USSO's specialties (areas of specialties) and forms of secondary special schools ( including secondary special education in the shortened period), in agreement with the founders of USSO and the Ministry of education, within the limit of number of students, under a special permission (license) for educational activity.

Information on the number seats provided in the state of USSO to obtain the average special education at the expense of the budget and on a paid basis, and private USSO, USSO are reported relevant to the public annually no later than April 1.

Admission of the number of foreign citizens and individuals without citizenship, arriving for secondary special education is part of limit the number of students referred to special permit (license) for educational activities.

8. The number of places for obtaining vocational secondary education on the conditions of the target of preparation of experts (workers, employees) was approved specialties (areas of specialties) founders of USSO, including the number of medical and agricultural specialties - to 60 percent of target figures of reception and other specialties - up to 30 percent of target figures of reception.

The selection of applicants for obtaining vocational secondary education on the conditions of the target of preparation of experts (workers, employees) is carried out by the customer from the number of persons permanently residing in the Republic of Belarus and having the General basic, General secondary or vocational and General secondary education.

The basis for participation in the competition for secondary special education on the conditions target training a specialist (worker, employee) of the Treaty on preparation of the specialist (worker, employee) based on prescribed form in triplicate and signed by the applicant and an organization that has the need for training a specialist (worker, employee) (hereinafter - customer).

The number of applications, submitted by applicants for participation in the competition for places designed for secondary special education the conditions of the target training a specialist (worker, employee), not limited. In the absence of competition for places for secondary special education in terms of target preparation specialist (worker, employee) of USSO are entitled within the established deadlines documents acceptance to accept applications from applicants who apply on General grounds, to participate in the competition for the place to get secondary education on the terms of target preparation specialist (worker, employee). In this case between the customer and the applicant will sign a contract on preparation of the specialist (worker, employee).

In case competition in place for obtaining vocational secondary education on the terms target training a specialist (worker, employee) allocated the customer is not provided (less than one per place), some of these seats transferred to General competition.

9. Within targets and figures of acceptance is accepting applicants received vocational education with General secondary education, on short-term secondary special education according to the curricula of USSO that are consistent with the curriculum educational institutions, implementing educational programs vocational and technical education.

10. On the specialty which in the production of juvenile labor is prohibited, full-time (day) form the specialized secondary education on the basis of basic General education are accepted only by persons who by the beginning of production practices 18.

CHAPTER 2
DOCUMENTS SUBMITTED BY APPLICANTS IN ADMISSIONS

11. For the organization admissions in USSO for secondary special education creates a selection Committee, chaired by the head of Of USSO. The selection Committee operates in accordance with legislation, including Position on receiving the Commission of institutions of secondary special education, approved by the Ministry of education.

Applicants for with the exception of the applicants listed in paragraph 12 this regulation, submit to the selection Committee of USSO following documents:

medical certificate health the form, established by the Ministry of health (with the exception of incoming for secondary special education degrees (areas of specialization) for the Armed Forces of the Republic of Belarus other troops and military formations of the Republic of Belarus, bodies internal Affairs of the Republic of Belarus, the Investigative Committee, The state Committee of forensic examinations of the bodies of financial investigations of the state control Committee, organs and departments of emergency situations);

documents proving the applicant's right to benefits when enrolling to receive secondary special education;

documents confirming that the citizen of the Republic of Belarus permanently residing in The Republic of Belarus not more than two years immediately preceding the date of submission of documents for secondary special education in USSO ( in the case of admission to public and private Of USSO to the conditions provided for in paragraph 6 of this regulation for foreign citizens and persons without citizenship);

In case of failure the arrival of the applicant to the admissions office of USSO for a good cause (illness, participation in international competitions, contests, competitions, business trip or other circumstances beyond applicant's circumstances documented) documents served by representatives of the students. The decision on valid reasons taken by the selection committees of USSO based on the documents. In the case of recognition of the causes of disrespectful admissions USSO have the right to refuse to accept documents.

12. Applicants from the number of foreign citizens and individuals without citizenship (their representatives) submit to the selection Committee of USSO following documents:

application name the head of USSO in accordance with the Ministry of education form;

certificate (document) on education indicating the studied subjects and received on them marks (points) - subject to acceptance in accordance with established procedure these documents in the Republic of Belarus;

conclusion the medical Advisory Committee issued by the territorial health organization of Belarus (after passing mandatory medical examination in the direction of USSO), for admission to full-time (day) form of education;

medical report on the health status and certificate on absence of HIV infection issued by the the official public health authority of the country from which arrived candidate for training;

the original (copy) birth certificate;

6 photos size 3 x 4 cm;

testimony completion of the preparatory Department, preparatory courses USSO (at completion of the preparatory Department, preparatory courses USSO).

To the listed documents executed in a foreign language must be accompanied by their translation into Belarusian or Russian language, certified by a notary.

13. In addition to the documents listed in paragraphs 11 and 12 with this regulation, the admissions office of USSO if necessary shall be submitted additionally:

extract (copy) from employment record and (or) a copy of a civil contract, and (or) a copy of the certificate of state registration of individual entrepreneur - for the applicants to obtain the average special education in full-time and correspondence (evening) forms of receipt secondary education at the expense of budget funds;

conclusion medical Advisory or medical rehabilitation expert Commission on the absence of medical contraindications for training in chosen specialty (direction of specialty) and assigned to qualification - for persons with visual impairments, hearing functions musculoskeletal, disabled children under the age of 18 years disabled I, II or III groups;

conclusion the state center of remedial and developing teaching and rehabilitation or help about the development of the content of educational special educational programmes at the level of General secondary education - for persons with visual impairments, hearing functions of the musculoskeletal apparatus;

documents, a list of which is determined by the Ministry of sport and tourism for persons applicants for secondary special education in the middle school - school of the Olympic reserve;

the Treaty on the target training a specialist (worker, employee) for persons participating in the competition for secondary special education on the conditions target training a specialist (worker, employee);

written consent one of the legal representatives for applicants under the age of 18 years, coming in USSO engaged in training for The armed Forces of the Republic of Belarus, other troops and military forces of the Republic of Belarus, bodies of internal Affairs of the Republic of The Belarus Investigative Committee, the State Committee of forensic examinations of the bodies of financial investigations of Committee of state control of bodies and divisions on emergency situations;

recommendation officials in charge of the General management of the consolidated company the guard of honor during the preparation and implementation of the state celebrations for the persons referred to in the fifth paragraph the first part of paragraph 28 of these Regulations;

recommendation of military parts - for dismissed from military service in the reserve of persons referred to in paragraph tenth paragraph 24 of these Regulations;

recommendations the respective center of the Olympic preparation and Federation (Union Association) by the form (types) of sports included in the registry of federations (unions, associations) for the type (types) of sports, and in the absence of such Federation (Union, Association) – another Republican Federation (Union Association) for the type (types) of sports in the form prescribed by the Ministry sport and tourism, for persons entering for secondary special education in middle schools – school of the Olympic reserve;

documents about the results of passing the professional selection for persons entering for secondary special education degrees (areas of specialization) for the Armed Forces of the Republic of Belarus other troops and military formations of the Republic of Belarus, bodies internal Affairs of the Republic of Belarus, the Investigative Committee, The state Committee of forensic examinations of the bodies of financial investigations of the state control Committee, organs and subdivisions for emergency situations;

help supporting sports achievements issued by the Ministry of sport and of tourism, Department of sport and tourism of the regional (Minsk city) the Executive Committee (for persons specified in paragraphs of fifth and sixth paragraph 24 and paragraph two of part two of paragraph 29 of this regulation);

certificate confirmation of being in the payroll of the national team or team of the Republic of Belarus on kinds of sports, issued by the Ministry sport and tourism (for persons specified in the third paragraph of part two paragraph 29 of this regulation).

The selection Committee have the right to request from the applicant the documents required for appropriate action.

14. The document, identification presented by the applicant personally. In the case filing documents on behalf of the applicant by his legal representative presented documents proving the identity and legal status representative, and a copy of the identity document of the applicant. In the case of filing documents on behalf of the applicant, his representative, acting under power of attorney, have the document the identity of the representative, a copy of the document certifying the identity of the entrant, and the power of attorney certified by a notary or by an authorized officer.

CHAPTER 3
THE ENTRANCE EXAMINATIONS

16. Time entrance examinations are determined by the Ministry education.

17. Applicants applicants for secondary special education full-time and part-time (excluding full-time (evening) and correspondence forms of receipt secondary special education in the field of agriculture and water transport) on the basis of General secondary education, entrance tests (except for entrance test for of specialization) pass in the form of DH.

DH is due budget. For the reception and registration of documents for participation entrant in CT will be charged. Size and order its payment are determined by the Government of the Republic of Belarus.

Support DH is the institution of education "Republican Institute control of knowledge."

Holding DH precedes the registration of applicants for participation in CT. Check applicants for participation in DH is held annually from may 2 to June 1 one of the educational institutions defined by the Ministry of education the registration points to undergo CT after making the payment for the reception and registration of documents for participation of the entrant in the DH on the basis of the statements of the applicant and identity document. Applicants have the right to register for participation in the DH is not more than in three academic subjects.

Foreign nationals stateless persons and citizens of the Republic of Belarus, permanently residing in the territory of foreign States for the purpose of registration to participate in the DH may send the application and a copy document, identity by mail. 18. Applicants applicants for secondary special education on the basis of General secondary education, pass the two required introductory testing on academic subjects in the form DH: academic subject in accordance with a select group of specialties (a specialty the direction of specialization) (hereinafter - the relevant test) and the Belarusian or Russian language (at the choice of the applicant, except of the specialty "Belarusian language and literature, Russian language and literature", "Publishing", for admission to which opening the test in the school subject "Russian language" or "The Belarusian language" is the relevant test). Applicants have entitled to take one (at choice of University entrant) introductory the test in the form of DH.

The list groups of specialties (specialties, directions of specialties) and their corresponding the relevant tests set by the Ministry of education. Introduction changes to the list of groups of professions (specialties, areas of specialties) and their corresponding profile testing not later than 1 September of the year preceding the year of admission.

Applicants applicants for secondary special education on the basis of General basic education in all specialties, except specialties listed in part five of this paragraph, which must pass the entrance test with a degree, go to contest of the average score of the certificate common core education.

Applicants applicants for secondary special education on the basis of General basic education in the specialty for which competition in some form of education in the year preceding the year admission was $ 3 or more people in place, proceed in the presence of the General certificate of basic education marks not less than 4 (four) points on the subject corresponding to the profile test.

Applicants coming to the specialty profile of education "Art and design", group of specialties "Aesthetic development", specialty "Musicology", "Architecture", "Hairdressing art and decorative cosmetics (on directions)", "law Enforcement", "Physical culture", "Sports-pedagogical activity", "Designing and technology of garments (for directions)" (areas of specialty "Designing and technology of garments (modeling and design) ", "Construction and technology of garments (modeling, design and technological security)", "Modeling and design of footwear and leather goods products" on the basis of General secondary education, pass entrance the test on the Belarusian or Russian language (at choice of University entrant) and as a profile test - the entrance test specialty, and applicants on the basis of General basic education - only the entrance test in the specialty.

Applicants applicants for secondary special education accordance with paragraph 9 these Regulations on short-term secondary special education on the basis of vocational education with General secondary education, just pass the entrance test specialty.

Applicants entering part-time or full-time (evening) form secondary special education in the field of agriculture and water transportation, have the right to take all entrance tests in USSO or to submit certificates DH on relevant subjects.

Applicants have the right to pass the relevant tests in the Belarusian or Russian language (for choice).

Applicants who do not studying the school subject "History of Belarus" and not having in the document on education level, supporting certification for this training subject matter, have the right to take the entrance test for the academic the subject of "world history (modern times)".

19. Applicants with visual impairments, hearing functions of the musculoskeletal device, submitted to the admissions office of USSO conclusion of the state center of correction and development training and rehabilitation or information about mastering content of educational programs of special education at the level of General secondary education, in the absence of medical contraindications for study at the chosen specialty (direction of specialty, specialization) and awarded the qualification can take entrance test in USSO (without certificates DH). Form the entrance examinations is determined by the selection Committee of USSO taking into account the special needs of the applicant.

20. Applicants from the number of foreign citizens and individuals without citizenship, not having evidence on completion of the preparatory Department, preparatory courses, speak the language in which the educational process, are interviewed for a decision on admission. Order the interview is set by the Ministry of education.

21. Introductory testing on academic subjects in programs written in the educational standards of General secondary education and approved by the Ministry of education.

Program entrance examinations in the specialties for students entering in accordance with parts of the fifth and the sixth paragraph 18 these Rules are developed and approved by the Republican bodies of state administration, other state organizations subordinated to the Government of the Republic of Belarus accordance with the list of specialties of secondary special education for the development of educational standards of secondary education determined by the Government of the Republic of Belarus.

22. Assessment of knowledge applicants for entrance tests in USSO is for scale marks 1 (one) 2 (two) 3 (three), 4 (four), 5 (five), 6 (six), 7 (seven), 8 (eight), 9 (nine), 10 (ten) points. The mark 0 (zero) score assigned to the applicant for refusal to answer, failure to fulfill the task of the entrance test.

When carrying out DH assessment of knowledge of the applicant is at stoballnoy scale. The results of CT are counted as entrance examinations to the accordance with the submitted certificate CT issued by the institution of education "Republican Institute of knowledge control", with setting appropriate score on a scale, which is determined by conversion scale approved by the Ministry of education.

In case the entrance examination in the specialty is carried out in several stages (up to three), each stage is evaluated on a scale. At the results of the entrance examinations in the specialty the applicant will be billed the sum of points received in each stage.

Applicants, entering the specialty "Physical culture" "Sports-pedagogical activities" as an introductory testing for the specialty of the decision of the admissions Committee of USSO can be counted results of their participation in official sports competitions the points, taken as the marks obtained in entrance tests on a speciality "Sports-pedagogical activity", established by the Ministry of sport and tourism.

23. Applicants who do not appear without a valid reason (illness or other circumstances beyond the applicant of the circumstances, not documented) on one from the introductory tests (preliminary tests) at the scheduled at the scheduled time or receive a mark of 0 (zero), 1 (one) 2 (two) points on a scale in the entrance test (one of the stages entrance test) for the next entrance test (stage entrance test), re-admission test (preliminary test), the participation in the competition for secondary special education full-time, part-time secondary special education in this specialty (the direction of specialty) in the USSO are not allowed.

Applicants who are unable to appear for the entrance test (stage entrance test) for valid reasons (illness or other circumstances beyond the applicant of the circumstances documented), by decision the admission fee of USSO admitted to their delivery within the deadlines defined by the schedule of entrance examinations (stages opening tests).

CHAPTER 4
PERSONS ENTITLED TO BENEFITS WHEN ENROLLING IN USSO

the winners (diploma of I, II or III degree) of the Republican contests of professional skills (in accordance with the list of winners approved by the The Ministry of education), conducted by the Ministry of education in academic year for educational institutions, implementing educational programs of vocational and technical education, for admission to the speciality corresponding to the chosen profile (direction) education;

persons having a diploma of vocational education with honors confirming vocational education and General secondary education issued in the year of receipt, and the contributions of USSO on short-term secondary special education;

persons with recommendations of military units (commissioned officers, soldiers and sergeants passing military service under a contract; soldiers military service served at least six months; citizens, dismissed from compulsory military service in the reserve in the year of admission) in the presence of the document on education marks not less than 6 (six) points on the subjects of the entrance test for admission to USSO that provide the training with special secondary education for the Armed Forces of the Republic of Belarus and transport troops of the Republic of Belarus;

graduates of the institutions education "Minsk Suvorov military school", graduated from this the institution of education in the year of admission with marks of 6 (six) and above scores on all subjects of the curriculum and aimed to further training in USSO within the distribution plan of the cadets;

foreign nationals and stateless persons coming under international treaties of the Republic of Belarus, including treaties of interdepartmental character.

25. The winners (the diploma of I degree), third (oblast, Minsk city) stage of the the Republican Olympiad on academic subjects, conducted The Ministry of education during the school year, scored a perfect score established for evaluation of results in the relevant training the subject of a profile test.

The winners (diplomas I, II or III degree) of the Republican contest "the Belarusian language and literature" or "Russian language and literature" held by the Ministry education in the academic year, if they are not on the specialty "Belarusian language and literature, Russian language and literature", "Publishing", exhibiting the highest score set for the assessment the results of the entrance test for the Belarusian or Russian language.

26. In case listed in paragraphs 24 and 25 regulation of activities in the academic year was not performed, applicants count their results from the previous academic year.

27. Applicants having a certificate on General secondary education of the special sample with awarding a gold or silver medal, diploma vocational education with honors confirming vocational education and General secondary education (applicants not on the short-term secondary special education), rent one specialized test (present the results of CT in a subject, the corresponding profile test). children-orphans and children, left without parental care and persons from among children-orphans and children left without parental care;

29. Places remaining after the enrolment of applicants on the basis of paragraphs 24 and 28 this regulation, credited the students for the competition based on total the amount of points.

Pre-emptive right the credit is equal to the total amount of points in the order listed have:

applicants who have greater experience of practical work on the chosen profile (the direction of) education if they go to part-time or full-time (evening) form of secondary special education;

winners of the third (regional, Minsk city) stage of the Republican Olympiad academic subjects, conducted in the academic year;

CHAPTER 5
THE PROCEDURE OF ADMISSION

30. Time transfer students are determined by the Ministry of education.

31. Enrollment students of USSO full-time or part-time secondary special education at the expense of the budget and on a paid basis is the competition based on:

average score of the document on education, which is determined on a scale (accurate to tenths of a unit) (hereinafter – the average score of the document education), for applicants on the basis of General basic education (except applicants for a specialty, which you want to pass the entrance test in the specialty);

the total amount of points based on the results of admission tests for the specialty and the average score of the document on education, for applicants on the basis of General basic education in the profession, which you need to pass the entrance test in the specialty;

the total amount of points based on the results of putting two entrance tests in the form TSE and the average score of the document on education for admission to the basis of General secondary education (except for entrants the specialty for which you need to pass the entrance test specialty);

the total amount of points based on the results of an entrance test in the form of the DH entrance examinations in the specialty and the average score document about education for applicants on the basis of General secondary education in the specialty for which you must pass the entrance examination in the specialty;

the total amount of points based on the results of admission tests for the specialty and the average score of certificate of education (documents education), for applicants on the basis of vocational education with General secondary education with average special education in a shortened period of time.

When applying for short-term secondary special education on the basis of vocational education and General secondary education are enrolled with competition average score:

32. applicants who passed the entrance test in the specialty in this USSO;

applicants who passed the entrance test in the specialty in another of USSO.

33. Places set target figures of reception for secondary special education in terms of targeted training (workers, employees), held a separate competition. Applicants who do not pass the competition for secondary special education on the terms of target preparation of experts (workers, employees) have the right to participate in the contest on a common basis.

34. 36. Applicants which positively passed the entrance test in the state USSO, but have not passed the competition for secondary special education at the expense of the budget, have the right to participate in the contest for getting secondary special education on a paid basis on the basis of a personal application.

When enrolling for obtaining vocational secondary education on the conditions of the target of preparation of experts (workers, employees) the agreement between the entrant participating in the competition for target sites, and the customer signed by the head of the educational institution.

At the conclusion in the established procedure of contracts for students under 18 years you must have written consent of one of the legitimate representatives of the applicant.

37. Applicants which positively passed the entrance tests required for obtaining vocational secondary education on the basis of General secondary education, but have not passed the competition for places, certain check digit reception (digit reception), may be credited to the second course in USSO for vacancies generated on the basis of common basic education in the year preceding the year of admission, on the terms in accordance with these Rules. CHAPTER 6
FINAL PROVISIONS

38. If to the beginning of the school year of admission and for thirty days after the beginning of the academic year admission applicants who enrolled in training, was expelled from USSO, including as not started training classes and not submitted (in person or through a legal representative a minor student) documents proving the legitimate the cause of their absence in the classroom, for vacancies shall be credited applicants who have not passed the competition for this specialty (direction of specialty) in the form of secondary special education USSO.
